Help needed with second hand Vivaldi ii

I recently purchased a second hand Vivaldi ii.

After plumbing the machine in, I found that the steam boiler wouldn't fill. I know this issue has been covered in many threads over the years and for my sins I have read ALL OF THEM. Nothing has worked.

I have:

• stripped down, cleaned/descaled everything in this diagram:
  

• Cleaned the 90degree boiler inlets, descaled the boiler and element while I was there (I wont upset you with the details)

• Checked that the pump isn't obstructed by connecting water with the pipe from the pump disconnected from the rest of the assembly.

• Checked the gicleur solenoid activates

• Bypassed the water filter in case that was restricting flow

Water just wont go past the gicleur valve.

I'm at the end of my rope. What could I have missed??
