The manometer shows serious overheating but the machine doesn't act like it's overheated. For example, when I press the hot water button and let the hot water drain, the meter doesn't go to zero. It recedes only to 1.35. When enough pressure builds up for some steam and hot water to come out, the meter goes back to reading like it is in the picture. So my question is, is it the meter or is it really a pressure problem?

Looks like the meter. This failure mode is usually because the meter took some kind of hit. Until you get around to replacing it, just subtract 1.35 bar from all your readings.

Is it easy to replace? And where can I order it from?

My first choice for a replacement would be Chris Coffee. I don't know that Espresso Parts carries Vivalde parts but that would be a possibility.

There are two nuts on the back side - one for each small steam tube and then a larger nut and bolt that fasten the gauge to the chassis. Easy job.
